§ 3-104. Rules for Operation.

    The rules and regulations governing the operation of a bicycle or pedalcycle as set forth and established in the Vehicle Code of the Commonwealth of Pennsylvania shall be observed by all persons operating a bicycle or pedalcycle within the confines of the Borough of Phoenixville.
    2. 
    No person shall ride a bicycle upon any sidewalk, park, trail, or any public place so as to obstruct pedestrian traffic or endanger another person's safety. Members of the Police Department, while serving as bicycle patrol while on duty, when required for emergency action and/or law enforcement activities, are exempt from this provision.
    3. 
    No person shall park or let a bicycle stand upon any sidewalk, park, path, trail, or any public place where it is an obstruction to pedestrians. Members of the Police Department, while serving as bicycle patrol while on duty, when required for emergency action and/or law enforcement activities, are exempt from this provision.
    4. 
    No person shall hook, tie, chain, or otherwise attach a bicycle to any lamppost, public utility pole, street sign, shade tree or any public building, property or structure other than an approved bicycle rack or bicycle hitching post.
